The links beneath the heading "Plug-in API Reference" are all dead. For some reason, they are absolute (rather than relative) URLs, and they point to a nonexistent document.

No they aren't. All the links under the heading "Plugin API Reference" refer to a non-existent resource. The 'l' is missing from the end of the resource name.
