Details
Would like to create a "First Run" page to support Language Packs that redirects new users to website to download relevant language tools. The copy would replace what is now found under the customize heading. Also would like a graphic to go with the copy to make it stand out.
The copy is:
Speaking your language? (Header)
"Now that you've got Firefox, click here to download the language pack of your choice and start making the Web work for you."
We would like this link to appear, linked to the words "download the language pack"

Will this be a separate page, or a variation of the current page? Also, what determines if a user should see this vs. the default First Run page?

This will be a variation of the current page. We would like the user to see this page if: (I dont know if the first option is possible)
1) had previously hit a language pack landing page (we are currently building this page) and downloaded fx3 from that page
2) if their isp address is coming from outside of the United States.
Thoughts?

For #1, the thinking is that we could use the cookie functionality that we used for one of our launch programs (see Bug 427650). This would be for languages that do not have a translated version of mozilla.com or mozilla-europe.
And for #2 -- how much language detection do we do for the website itself? It would be great if, for a language that we don't have a translated website, that we could detect their ip/language header and send them to one of these language pack landing pages.
