Reproducible: Always

Steps to Reproduce:
1. Install new Bugzilla system on fresh Vista OS.
2. Work according to: http://www.bugzilla.org/docs/win32install.html
3. Point web browser to http://localhost/
Actual Results:  
In browser: Apache error 500 Internal Server Error

In Apache error.log:
Wed Aug 20 12:59:01 2008] [error] [client 127.0.0.1] (OS 3)The system cannot find the path specified.  : couldn't create child process: 720003: index.cgi

If it cannot find http://localhost/, it's not a Bugzilla problem. You misconfigured Apache.
