what I see
The home page has been placed in the kb to prevent edits, but this seems to have the side effect of the translation link not being seen (even by people who should be able to translate it). This is probably an inconsistency between the "translation" button showing criteria in this theme viz-a-viz the normal kb theme.

This only affects non-admin locale leaders. Can someone verify that this is fixed? it should have been pushed in r18005 in the 0.6.3.
