When you don't have any RSS Subscriptions, it looks like checking RSS feeds takes forever: the progress meter keeps running, the throbber keeps throbbing, the stop button keeps active, and the status bar shows "Checking RSS feeds for new items".
When you configure Thunderbird to automatically check for new RSS articles on startup, Thunderbird keeps the progress meter, throbber and stop icon that way, without the text in the status bar, which makes it even more of a mystery what Thunderbird is doing...
Steps to reproduce:
1. Start Thunderbird
2. Add a new account for RSS feeds
3. Configure to check for new articles at startup
4. Restart Thunderbird

Expected result:
Stop progress meter, throbber, and stop icon and display a text like "There are no subscriptions to check" or "No new articles found" in status bar

Confirmed on Windows XP, 2.0.0.16.
You can reproduce this more quickly by clicking on the RSS account with no feedsin the folder tree, and then pressing the Get Mail button.

nit - sev=minor is more appropriate. perhaps you are thinking the likelihood of this happening affects severity, but there is no such distinction in the definition. no performance issues would be "cosmetic". https://bugzilla.mozilla.org/page.cgi?id=fields.html#bug_severity

The summary indicated it might be a performance issue, but it actually is just cosmetic -- the progress meter is started, but never stopped, when there are no RSS feeds to check.
Switching back to trivial, and updating the summary, after talking with wsmwk on IRC.
