1. the user drug bookmark folder or bookmark page from the bookmarks menu
2. the user drop the bookmark in to the files browser 
3. if the user drug & drop bookmark page, firefox will create a small shortcut file to the web.
if the user drug & drop bookmark folder with web pages, firefox will create a folder with shortcuts files to the web.

you can also add to the bookmarks menu, right click on a bookmark and export.

I'm not quite sure if I'm understanding what your issue is tester? Are you trying to say that those things should be possible and aren't, are supposed to be possible but are broke, or shouldn't be possible and are?

it's idea...

i was working with firefox and i needed to export one bookmark folder to a disk on key, today the only thing i can do is to export all my bookmark.

This isn't something we're going to implement, it's potentially useful, but to fewer and fewer people.
