You would assign a "level" to each add-on and the add-ons would only be started at or above that level. This is similar to profiles except that cookies, preferences, bookmarks, history and such would remain the same. This is something that really is for a very small class of the users, and I think that each will have their different ideas about how it would work making it hard to turn this into a simple usable feature. I don't think we'd want to do this anytime soon, I'm not sure we'd ever want to include such a feature given the amount of work and additional testing it would include, but going to hold it open for now.
