It would be useful if Firefox could start Firefox with a "boot level".  You would assign a "level" to each add-on and the add-ons would only be started at or above that level.  This is similar to profiles except that cookies, preferences, bookmarks, history and such would remain the same.  
Sometimes I want to use a collection of experimental add-ons and other times I just want the basic set, but I don't want to reinstall all of my add-ons and I would like the rest of the profile to remain the same

This is something that really is for a very small class of the users, and I think that each will have their different ideas about how it would work making it hard to turn this into a simple usable feature. I don't think we'd want to do this anytime soon, I'm not sure we'd ever want to include such a feature given the amount of work and additional testing it would include, but going to hold it open for now.
