Details
Whenever I seem to push two builds in a row (I'm using the push to try method), talos seems to just run the first build twice on Linux and windows. OS X does the expected behavior of running both of them.

My first theory here is that we are hitting timing issues between attempting to pull the latest build and builds becoming available on stage.
We need to change this to a system like for standard talos, where we pull from custom directories.

Also, when one windows build failed, it still ran talos anyway (on the previous build)

After discussing the operation of the try builds/try tests there isn't going to be a quick fix for this. Moving out to future along with other bugs having to do with redesigning try.

We now have builders use buildbot sendchanges to talos boxes, we don't see Talos either skipping or repeating builds.
