I had run test(http://mediocre.firstvds.ru/overload.html) 3.6.10 again but bug still exists.

Also I tried run this test on Chromium browser - UI was not locked and I could to close the overloaded tab without problem.
Version: unspecified → 3.6 Branch
This bug still exists in current Firefox; confirming.

As I understand it, the current work on per-tab processes (https://wiki.mozilla.org/Electrolysis) should mostly fix this.
