If PSM encryption is on, Password Manager breaks

Password Manager in Mail and Navigator work fine UNLESS the preference to
encrypt the local data (aka use cartman/ single sign-on). Then Password Manager
does not work at all.
Build 2000071208
Reproduce:
- Check preferences/ advanced/ Forms and Passwords. Make sure that Password
Manager is on and Encryption vs Obscuring is off. Restart if necessary.
- Log into bugzilla or your email account. In both cases, click the button or
check box so that Password Manager will save the info.
- Log out.
- Go back to log in. Notice that is works correctly since the password info is
automatically filled in.
- Now go back to prefs and turn Encryption vs Obscuring on. You may have to
restart.
- Repeat steps above. Notice that Password Manager does *not* save the
information, you have to type it in manually.

Not sure if this is a PSM problem or a Navigator/ Mail problem with Single
Sign-on. cc'ing some folks.

Sounds like this might be related to that nsbeta2+ bug 41024 since I did
occassionally get a "PSM unexpectedly quit" warning message. But not a dupe.

Worksforme. There is usually a crash when encrypting the passwords, but what I'm
seeing is that the next time I go to yahoo mail, the form is already filled in.

Is that it? You reported a crash yet you closed out this bug report. Are you
at least going to open a new bug for the crash and indicate that bug number in
this report?

Bug 45431 is open - "Use encryption when storing sensitive data" crashes PSM.
