Once the migration to the new pref window has been completed, all the old stuff will need to be removed. This bug covers that work.
Files that will need to be deleted are:
suite/common/pref/preftree.xul
suite/security/prefs/PrefOverlay.xul

If any more are needed then add a comment with the complete list rather than just the addition.
