45386 - Display message in Thread Pane when news server selected

I know this is probably 6.1 or beyond stuff, but wanted to get it noted.

When a user selects a news server in the Folder Pane, the following text is 
displayed in the Thread Pane:  "Click here ("here" is a link)to subscribe to 
newsgroups for this news server."  Clicking on the "here" link, opens the 
"Subscribe to Newsgroups" dialog.  It is hoped that this will assist users who 
have set up a news server account, but are not certain now to subscribe to 
newsgroups.

If a newsgroup is selected for which there are no postings available, the 
following text is displayed: "There are no postings available for the selected 
newsgroup."

Add mail3 keyword so this bug is considered for 6.5. As we saw in usability 
testing, users are confused when the Thread Pane goes blank and it is not clear 
to them why.  In addition, a known usability problem with newsgroups is users 
being able to figure out how to subscribe to newsgroups once they have added a 
new news account.

Created a new bug to cover both mail and news blank thread panes when mail
server or news server is selected.  This will be marked as dup of that new bug.
