When I bookmark a site directly or do some changes in the bookmarks structure using the bookmark manager everything works as expected. But after a restart of the browser all changes are forgotten.

Is your profile located on your local system or on a network share ?

Do you get the same in the Firefox safemode and in a new, additional test profile ?

It is the same in safemode, but when I create a new profile and import the bookmarks it works well.

Can you check the file permissions of places.sqlite in your old profile ?
Can you also put places.sqlite and if they exists places.sqlite-stmtjrnl and places.sqlite-journal from your old profile to your new profile (move your new files to another location of course that you can put them back later) and check if you get the old broken bookmarks back ?

File permissions of places.sqlite in the old profile were rw-r--r-- . With the old places.sqlite and the old places.sqlite-journal in the new profile everything works fine - new bookmark entries are still there after a restart.

could you check if importBookmarksHTML is set to true and change it to false in case?

Sorry I have lost the buggy profile and with the new one the bug is not reproduceable.
