When you drag a bookmark from the bookmark drop-down list onto a folder, a pane opens (normally to the right) with the contents of that folder, and then you can drop the bookmark there. But if it happens to be a subfolder that opens to the left, you won't be able to drop it because the panel closes inmediately.
(Actually, in general, dragging-and-dropping bookmarks throught the menu is one of the few things where I think IE performs better than Firefox.)
