This might be related to (or even ultimately a dupe of) bug 453082.

STR:

1) Click on a lock icon in the location bar and choose "Show Site Cerfiticate"
2) Press Return

ER: Default button is selected and the cert window closes
AR: Second return required to close the cert window

You can also repro this by selecting any cert or CA in the Certificates window and double-clicking it or Action menu: View.
Note: when Full Keyboard Access is enabled, the first return functions properly.

I wonder if we should just enable Cmd-W/the red close globe and remove the "OK" button entirely?
