Spinoff of bug 454130. The code used to create ini files for custom pages is being deprecated and the code used by Thunderbird for ini creation in common.nsh needs to be moved its installer.nsi and uninstaller.nsi

David, I'm deprecating the create ini macros from common.nsh since they provide little value while causing some problems when needing to modify them for one app when another app also uses them.
