i have a bookmark for:
http://bugzilla.mozilla.org/show_bug.cgi?id=%S

and when i write:
bug moz

into the urlbar, i now get:
http://bugzilla.mozilla.org/show_bug.cgi?id=%S

as the first hit, this is not quite the right behavior
OS: Windows XP → All
Hardware: PC → All
http://mxr.mozilla.org/mozilla-central/source/browser/base/content/browser.js#1791

replaces %S with the unencoded value. Does changing it to use %s work, or is something else more general broken?

I can confirm this.

Create two smart keywords:

Name, Location, Keyword
Bugzilla Keyword 1, https://bugzilla.mozilla.org/show_bug.cgi?id=%s, bug1
Bugzilla Keyword 2, https://bugzilla.mozilla.org/show_bug.cgi?id=%S, bug2

Enter "bug1 123" in location bar, results in awesomebar suggesting "https://bugzilla.mozilla.org/show_bug.cgi?id=123"

Enter "bug2 123" in location bar, results in awesomebar suggesting "https://bugzilla.mozilla.org/show_bug.cgi?id=%S"

Carried over the wontfix? from bug 483251.  Feel free to remove it.
