There should be options to be able to zoom text-only or a full page, depending upon what you want to do - other than making a global choice on the preferences menu. With separate controls, these options could then be assigned to keyboard shortcuts or mouse gestures.
Reproducible: Always

Yes, that's what I meant above - not the preferences menu. However, I see no way to control the text/page toggle in realtime, allowing one shortcut to zoom the text and another one to zoom the page, without having to go to this menu and toggle the setting back and forth. Am I missing something?

You are right, Jeffery, there is no short cut for switch text/page zoom.
This is a feature enhancement request on all platform. So change to all platform.

I don't think this is really needed in the core, though it'd be relatively easy as an extension.
