There are places on a link that if one places the
mouse and leaves it there, it will toggle continuously between the two
states.

Very easy to reproduce. Super easy to see.

Steps to Reproduce:
1. Follow the instuctions in the Debian bug report URL above

Actual Results:  
mouseover message jittering back and forth, munching CPU, even though the user is not even touching the computer.

Expected Results:  
A stable state with no jittering.
