ctrl + dragging a tab doesn't do anything.

Reproducible: Always

Steps to Reproduce:
1. Start firefox, with at least two tabs.
2. Drag on of the tab to the empty space on the tab bar.
3. Press ctrl, and then you see the +, drop the tab.
Actual Results:  
Nothing happens.

Expected Results:  
You should get a duplicate tab of the one you dragged.

Thought i mention that this range also has the effect that dragging text in
textarias doesn't work. (same as bug 455215 but for linux and different
regression range)
