nss3.dll shows both versions 3.12.1.0 and 3.12.1.1

When I look at nss3.dll from NSS 3.12.1.1 in Windows' file explorer,
it shows two different version numbers for the file.  The version it 
displays most prominently is 3.12.1.0, but a more detailed examination
shows that it also claims to be version 3.12.1.1.  It should be consistent.

It should not be possible to build a library in this inconsistent state.
That is, our source files should only have one place where the version 
number of libNSS3 is recorded/decided, and that version number should be 
propagated everywhere.  

Christophe, please investigate.
