Won't that be quite an empty toolbar? I'm sure that we'll be able to hide it, but why not add that functionality where there's already quite a lot of empty space: the status bar?
The status bar is probably a suitable alternative.

We have these in the menubar already, why would we add a toolbar for these?

FWIW, if a toolbar gets added to the view source window, it would be great if it had back/forward buttons as well. The new link browsing feature really misses this (yeah, I know about the context menu entries, as well as the keyboard shortcuts, but discoverability again would be the bargaining point here).

I agree with Ehsan about back and forward buttons being desirable now that we have linkifcation. There are probably some other things we could do with added toolbar realestate. I don't know if it's generally useful, but I'd personally like to see cache information (was the file pulled from cache or was it re-requested from the server). Mime type for images and other media types might be handy. I suppose it's possible we could just use the status bar for that sort of information though.
Why not just make it tabbed. And make it editable. Ooh, and a debugger! Sarcasm aside, we should decide what we really want/need out of view source in general before we start screwing around here.
