People may want to disable kinetic scrolling for various reasons (debugging or not) so we should add a pref for it.

Attachment: Simple pref and observer for kinetic scrolling

This patch adds a pref to controlling enable/disable of kinetic scolling. It uses a pref observer to not cause a performance hit.

Kinetic scrolling is defaulted to true.

Patch actually _uses_ the pref and removes the observer
