WinCE Shunt currently has no resources associated, and no way to set user-seen strings from outside the Shunt Library.  

One example of such a string would be the title bar on a AppFatalExit() function call - a function that is supposed to show the user an error message, and ask them if they would like to force an application exit or continue.
Fixed because of re-write of WinCE Shunt.  No longer an issue because the new, smaller WinCE Shunt removed a lot of functionality, including the error box.
