4570 - [PP]XML demo doesn't scroll correctly

Bring up the XML demo in viewer (url above). Click the button to show the table
of contents. Now grab the thumb on the vertical scrollbar and drag it up and
down. Notice that the table of contents does not correctly scroll. It looks like
bits of the top and bottom get blitted in various places. Clicking anywhere w/in
the table of contents area restores it to its correct look.

This is with a build from 4/5/99.

When the table of contents are brought up there is a vertical scroll bar on the
right side of the page and when I grab it it scrolls the right side of the page
not the table of contents. It appears to have no problems doing this on my 4/5
WinNT debug viewer. The description appears to differ from this. Please provide
more details.

Platform = Macintosh. This is a mac bug.

I guess it is yet another instance of #2236 "Various problems with frames" but
for some reason I prefer not to officially declare it as dup.

Moving all Widget Set bugs, past and present, to new HTML Form Controls
component per request from karnaze.  Widget Set component will be retired
shortly.
