Clearly Apple is doing a poor job explaining this one, too, but in some of our existing documentation, we have a parenthetical explanation "(the 'gear' button)" that we use, so we should add it here, too. In the future, it might be nice to add a bit of CSS that does content:after and displays the image instead of the explanation everywhere, but that's future ;)
Since button is possessive in every instance on that page, I went with the <kbd class="prefName">Action</kbd> (the “gear”) button’s menu. instead.
