If a user is browsing a page normally, they cannot scroll the right or left panels (or the Addons UI) into view. They need to pan with a stylus or select the "gears" button.

It turns out that if a user is viewing bookmarks, if the left and right sides of the dpad are used, the entire UI will scroll right and left. If the user scrolls the UI to the right, the entire addons UI will become visible and they can start selecting buttons there. 

Using the up and down directions on the dpad properly scrolls through the bookmarks in the list. 

We need to disable right and left scrolling here.

Steps to Reproduce
1. Open Fennec
2. Open the bookmarks UI via the bookmarks button.
3. Use right and left directions in dpad.

Result: Watch it scroll!
