45827 - Unchecking "Show me this alert next time" checkbox on form submission warning alert has no effect

Using Moz 2000071708 on WinNT 4.0 SP4.

To repro:
1) login to your Netscape webmail account; you see the start page with the
pulldown menu to go to your inbox
2) from the pulldown menu, choose inbox
3) the "This form is insecure ..." alert pops up. Uncheck the "Show me this
alert next time" checkbox.

Expected:
you won't see this alert on future form submits

Actual:
you keep seeing the alert no matter how many times you uncheck the checkbox

Nominating nsbeta3 as a correctness bug. The UI doesn't do what it says it will
and annoys the heck out of the user on every form submit as a result.
