The group checkbox is not shown to non-members when MemberControl/OtherControl set to Shown/Shown. This was working before. This is a serous regression. I'm running Bugzilla 3.0.5.

Reproducible: Always

Steps to Reproduce:
1. Create a group called mygroup
2. Edit Group Access Controls MemberControl/OtherControl to set mygroup to Shown/Shown.
3. Login as user not in "mygroup".
4. View a bug in the component you restricted.
Actual Results:  
The checkbox for restricting the group isn't shown. This is the behavior I'd expect if it were set to Shown/NA.

Expected Results:  
I'd expect for all users in the system to see the checkbox so that they could restrict the bug to the group if needed.

This is by design. Somebody (not me) made a decision that OtherControl only applies on enter_bug.

Do you happen to know when this decision was made? Was there a bug tracking the change?

I was probably the one who made this decision. And I won't come back on this decision. I don't have the bug number in mind though.
