45872 - Rewrite of gfx/src/os2 directory

The gfx code for OS/2 (in gfx/src/os2) was written around the M7 milestone.  I 
am rewritting it to bring it to the current level and to make it similar to the 
windows code.  I am working one file at a time, and I'll be posting them for 
review here.

Because of the new checkin guidelines, I am removing catchall bugs.

I'll open bugs for individual problems.
