dead stuff

took out mFrame even though it was being used in debug mode. Not sure if that's ok or not.

Except for the mFrame stuff, I'd guess this became unused when the reflow branch landed (bug 300030).

r+sr=dbaron if you merge the comment you're removing above GetFrame into the comment above the class definition by changing the comment above the class definition to:

Class for dealing with bands of available space. The space manager defines a coordinate space (relative to the frame that created the space manager) with an origin at (0, 0) that grows down and to the right.
