When browsing between the different dialogues in Firefox Preferences/Options there are a number of inconsistencies.

Some of the panes contain group boxes which are appropriately labelled (such as Main), but other panes do not (such as Content and Security).

The Tabs pane does not contain any group boxes, making it look like many of the objects or floating rather than existing in a specific group.

Expected Results:  
The preferences UI should be standardised.
Unlabelled sections should be labelled using approriate terms.
