Bug 119500 introduced a mechanism to support protected-authentication-path hardware, but unfortunately there is no way for us to test, without having such hardware.
Bug 443284 is a regression, and the fix got delayed, because the bug reporter has been unable to provide feedback.
I propose we find a way to simulate the behaviour of such hardware.
A first idea is a preference, only used while testing, that enforces PSM to go through the protected-authentication-path code, even if it does not make a lot of sense.
Better ideas welcome.
