This will prevent the user from having to close and reopen the browser manually. Reproducible: Always Steps to Reproduce: 1.Click on 'View' 2.Go to 'Apply Theme' 3.Choose a different theme Actual Results: Window pops up saying that the user has to restart the browser in order for the changes to take effect. Expected Results: A window appears offering if the user wants to restart the browser. this will ease the user to apply a new theme (new changes) to the browser he is currently working on. without having forced to manually close and reopen the browser.

You are meaning something like in FF 3 addon manager? This would naturally save the webpages and anything else the user has open right?
If you change the theme via the addons manager you are offered the choice to restart SeaMonkey. The View->Apply Themes should do the same.
