This will prevent the user from having to close and reopen the browser manually. You are meaning something like in FF 3 addon manager? This would naturally save the webpages and anything else the user has open right?
If you change the theme via the addons manager you are offered the choice to restart SeaMonkey. The View->Apply Themes should do the same.
