46033 - First page loaded after install should be What's New

This is a regression from PR1.  When you install a build, the very first page
that gets loaded (whether you go through activation or not, regardless of what
options you choose in activation) should be the What's New in Netscape 6 web
page.  This is not the case - it just loads the home page.

Note: if you go through activation, the server side activation stuff should
forward you to the What's New Page, but that is a different server side bug.  If
you do not have activation or somehow avoid it, then the client should point you
to the What's New page to educate and welcome our users.  After this happens
once, the client marks a tag so it know to load the home page for all future
launches of the app.

nominating nsbeta3 since the is the first experience the users gets from the
product, and this What's New page also introduces users to the new, compelling
functionality of Netscape 6.
