_ACTIVE _WINDOW messages (zero timestamp)
Under some conditions we generate _NET_ACTIVE_WINDOW messages (that is, requests that the window manager raise a particular window or at least alert the user that they might want to look at it) with a zero timestamp, which is forbidden by the specification of these messages. See http://standards.freedesktop.org/wm-spec/wm-spec-1.3.html for details. There are at least two existing bugs which report this happening. Since they involve very different code paths, they should not be merged, so I'm filing this tracking bug to remember that they are related.
