3.1b1 source tarball doesn't contain 'configure' script

Details
The source tarball for firefox 3.1b1 contains exactly the same thing as the mercurial corresponding tag (except, interestingly, some execution flags on some but not all executable files), which means it doesn't contain the 'configure' script that is necessary to start a build. It means people building firefox now have to run the autotools themselves, which is not in the best interest of everyone...

This does kind of suck. I've actually been leaning towards just committing configure to the repo again, although we've fixed most of the pain involved with autorunning autoconf.

This will be fixed going forward but we will not be fixing this for 3.1b1.
