I did this as part of bug 347930 so that tabbrowser can override _tabbox. However, this seems like a good optimization independent of bug 347930.

backed out the previous patch because of:
REFTEST TEST-UNEXPECTED-FAIL | file:///builds/slave/trunk_linux-8/build/content/base/crashtests/354645-1.xul | timed out waiting for reftest-wait to be removed (after onload fired)
and relanded:
