At least welcome_help is a bit outdated. I'm also a bit tempted to use the toolkit version (need to tweak it a bit, though). Maybe the toolkit version could be used together with a help_help file (that showed links to other resources, release notes etc).

Looks like this is not needed anymore since the outstanding issues was fixed in bug 406551 - let's dupe this one.
