While in import manager for settings/bookmarks, the 'Next...' button should be a 'Finish' button when selected that you don't want to import anything. For a better explanation see my attached attachment

This appears to have been fixed. When I opened the Import wizard on Firefox Nightly 22 on Windows 7, I saw two options to import from: Internet Explorer and Chrome.
There was no option for "Don't import anything", and so the way that the user would exit this is by hitting the Close button or the Cancel button.

Pretty sure this is not fixed for first-run (as the image says). I'm guessing you opened the migration dialog from the Places window which behaves differently than a first-run (when there is no existing profile).

Sorry, I did test using the Places window. Thanks for reopening.
