And Windows defender isn't installed on your system because it's installed by default on vista ? Did you check that there are no staled registry keys active for a virus scanner ?
I can confirm the bug. I run a fresh Windows XP SP3 installation with no anti-virus software(I don't use virus protection at all) yet Firefox tries to scan the file for viruses.

No, it's not. Windows Defender is not included on the original Windows XP CD-ROM, and not on Service Packs either.

Under W2K I have seen Firefox run an anti virus scan as I was downloading the AV program I was going to install after a format and re-installation of W2K.

I can confirm this bug in Firefox 3.0.6. Windows XP SP3 with Avast AV installed. Avast is one of the AVs that Firefox's automatic download scanning method does not invoke. I've verified that downloading a file in Firefox does not invoke the Avast scanner, even though the Downloads window says "Scanning for Viruses...". I do not have Windows Defender installed. If I download the test file eicar.com from http://www.eicar.org/anti_virus_test_file.htm, Firefox erroneously says it is "Scanning for Viruses...", but no virus is detected.

ALAN: you don't see this bug. The reporter of this bug reports that he doesn't have any virus scanner installed and Firefox claims that he scans for files. You complain that he doesn't start your Avast and that is different, please create your own bug and don't mark unconfirmed bugs blocking but be sure that Avast registered itself as virus scanner with the windows api. That you get the "scanning for viruses" could only mean that Firefox looks for an installed virus scanner.

Windows Vista, which this reporter has, scans files (sadly, it tells us if can scan even if you've disabled it). This is what is scanning the file.
