46317 - browser creates many windows at startup then crashes

tool creates many windows - too many to count, then crashes (possibly resource 
starvation) at startup. all windows appear minimized. if i run the viewer tool 
i get identical behaviour.

Reproducible: Always
Steps to Reproduce:
this has occurred on every build since m16.

Actual Results:  rebooted machine.						
	

this system has a geniusnetmouse pro driver installed.
the installation of mozilla is from zip archives, i have not used the installer 
version because it lacks fullcircle.

you may be missing or have an old version of msvcirt.dll or msvcrt.dll.
duplicate of bug 27601 I think.  The installer build should attempt to install
the missing file(s)

advise other sufferers of this to install NS6 PR2. the 'install' build of
mozilla does not include the required library.
