46349 - Classic Theme doesn't show email address toggle in the message pane

If you are looking at a message in the message pane that has a lot of
recipients, we only show you the first 'n' and then we are supposed to show a
"toggle" icon. The user clicks on the toggle icon to switch between a long and a
short email address view.

For some reason, on the classic skin, you never see this toggle. This has never
worked on classic. I always assumed it was just 'cause we hadn't finished
implementing the classic skin yet. selmer reminded me of it earlier today and I
did some digging. It looks like the toggle icon images are part of the classic
build and have been brought over so that argument doesn't hold weight anymore.

We need to investigate why the toggle isn't showing up. The JS code even seems
to be executing for un-collapsing the toggle icon when we encounter a lot of
email addresses. But it still doesn't show up.

This poses a data loss problem to the user because you only see the first couple
of email addresses when viewing a message with the classic skin.
