In the URL noted above, there is a widget for depicting "Recent Updates" in vertically scrolling text-mode. This scrolling is rendered automatically in IE6.
However, the widget remains blank, ie no text is rendered in Firefox.
Similar is the situation in the case of a companion widget for press releases.


Reproducible: Always

Steps to Reproduce:
1. Goto http://www.finmin.nic.in/
2. See rendition in the two windows for "Recent Updates" and "Press Releases".
3. 
Actual Results:  
No rendition of scrolling text takes place.

Expected Results:  
The two windows should have shown the text.

validator doesn't validate.
The site uses IE-specific code, for non-IE-browsers they are using <layer> and <ilayer>, but these tags are working in Netscape 4 only. not later versions.

This is broken in pretty much anything *except* IE.

INCOMPLETE due to lack of activity since the end of 2009.

If someone is willing to investigate the issues raised in this bug to determine whether they still exist, *and* work with the site in question to fix any existing issues, please feel free to re-open and assign to yourself.
