Implementations for in, astype, toClassITraits currently live on MethodEnv, for no apparent reason, as they don't use any of the MethodEnv context. Patch moves them to Toplevel (if they need to throw exceptions) or AvmCore (if they don't).
(Patch itself doesn't really change performance, but helps remove unnecessary dependence on MethodEnv, which is slated for major changes in the future)
