using 7/25 build of netscape
1) launch netscape
2) launch composer
3) insert image into blank page
right after you click OK on Image panel, you'll notice that
the browser window comes to the foreground right over the editor
window. so basically the browser window is now on top of the editor
window.
all platforms.

I can't reproduce this bug on my mac mozilla debug build from this morning (or a
Netscape build from 8pm last night). My browser window stays behind the composer
window.

I can reproduce this on win98, very easy to repro:
1. have a browser window and composer window open
2. bring composer window to front
3. select insert image, choose file and dismiss dialogs via ok
image inserts and browser window tiles on top

if this bug is Windows-specific, it should probably go to danm or be marked as a
duplicate of bug #22658 or one of his other related bugs (or add dependencies).

This is really the same as 22658, which the XPFE manager doesn't want to fix.
I'm going to mark that a blocker rather than a dup to keep this issue on our
radar.

I did not see this happening on todays build: windows 2000-08-24-06-M18
window stayed in foreground after image was inserted.

it worked fine on linux build 2000-08-24-06-m18
Mac build not up, but this hasn't been a problem with mac in the past.

I can no longer reproduce this. Im going to *assume* that either the event
changes that have gone in, or Charlie moving the composercontroller up to the
window level have fixed this event bug.
