Scrollbar for snippets container can't be scrolled by mousedown and moving. Instead it's treated like on of the widgets inside the container.

Reproducible: Always

Steps to Reproduce:
1. Mousedown on the scrollbar to scroll

Actual Results:  
Mozilla dragging session starts.

Expected Results:  
Container should scroll

I can confirm that. When the Snippets pane has the focus (i.e. there is a selected item) the scroll bar can not be scrolled with a drag of the mouse.

I too confirm the same. Experienced the same behavior with a laptop touchpad.

I am not sure, but the description of this bug seems to make it similar to these open bugs about scrollbars not working properly because they are a part of a selection:
bug 345312, bug 442378, bug 491079, bug 572504, bug 649684;
where the selection is because they are a part of an <a>: bug 367028.

XUL Explorer is a dead project. We are not going to fix these bugs.
