If you open up a filter which has Tag Message as one of it's actions, the tag that is displayed is always the first in the drop down list of available tags even if that is not actually the tag which gets applied when the filter is matched.

Reproducible: Always

Steps to Reproduce:
1. menu->Tools->Message Filters...
2. select a filter which is supposed to set tags and open it
3. change the  applied tag to ant tag but the first one in the drop down list of available tags
4. Save the filter
5. reopen the filter.
Actual Results:  
The first tag in the list of available tags is what is displayed, rather than the tag which is actually applied on successful filter match.

Expected Results:  
The tag which is actually going to be applied is what should be displayed.

I can confirm that this happens in recent trunk, but not in 2.0.0.17, so it's a regression. I've hacked on that code recently, so maybe I caused it, but in any case I'll have a look at it.
