More likely to be bug 460946 in which case bug 463934 should fix it.
Not sure of the exact date (or if I'm looking at two different regressions).  Shows up on Vista:

This is a pretty bad regression on the platforms it shows up on, so requesting blocking.

Based on data reporting in so far, it looks like bug 463934 fixes this (or is darn close to fixing it).
All the tsvg numbers have gone down so bug 460946 caused this and bug 463934 fixed it.

No. bug 463934 is only open because the mochitest part of it was backed out. The fix part of it landed.
