Separated from bug 46362.
Thread pane view uses folder charset attribute for charset conversion for non
MIME encoded headers.
Since we have not UI for folder charset, charset field is always empty.
We need to initialize the charset field by the default charset
"mailnews.view_default_charset".

QA contact to marina.
Use messages which have no MIME header charset info.
Set the default view encoding to that one for the test msgs.
Now you should be able to see the headers which match the
default view charset set in the preferences.
